H.R. 1 Overview

H.R. 1, also known as the “One Big Beautiful Bill Act”, became law on July 4, 2025, requiring states to comply with its requirements and deadlines. Designed to improve how social services are delivered, notable changes include non-citizen eligibility, community engagement requirements, 6-month renewals, retroactive coverage, and cost-sharing. DSS is working diligently to ensure there are minimal disruptions while enhancing citizen tools, systems, and processes. 

DSS is implementing updates to its Supplemental Nutrition Assistance Program (SNAP) and MO HealthNet (Medicaid) benefits. Participants may receive notifications as these changes roll out. 

  • Updates may require participants to review or verify information.
  • Some changes may require action, while others are informational only.
  • Any official notifications will be clearly labeled and will include instructions if action is needed. 
What Changes are Happening to MO HealthNet (Medicaid)?

Non-Citizen (Immigrant) Eligibility – October 1, 2026

Limits Medicaid and CHIP eligibility to lawful permanent residents, certain Cuban and Haitian entrants, and individuals from the Compacts of Free Association nations. Excludes refugees, asylees, and other humanitarian groups.

Community Engagement  Requirements – January 2027

The adult expansion group (AEG) is required to work (earning at least $580 a month) or attend school, volunteer, and/or participate in other qualified activities for 80 hours each month.

Renewals every 6 months – January 2027

The AEG will be required to renew every 6 months, proving that work and community engagement requirements were met.

Retroactive Coverage – January 2027

Starting January 2027, retroactive coverage will be limited to 1 month for AEG and 2 months for other coverage groups, such as those with disabilities and children.

Cost-Sharing – October 2028

The AEG is subject to cost-sharing if income exceeds 100% of the federal poverty level, starting in October 2028.

What will notices look like? 

Non-Citizen Eligibility Notification – 

H.R. 1 Non-Citizen Eligibility notices were sent by mail and email in June to Missouri individuals who may be affected by upcoming federal changes to Medicaid and the Children’s Health Insurance Program (CHIP) eligibility for certain non-citizens. 
The notice was sent before the October 1, 2026, effective date to inform individuals that their MO HealthNet or CHIP coverage could end if they no longer meet eligibility requirements under the federal change. 

The notice does not affect all MO HealthNet or CHIP participants. It is only being sent to individuals who may be impacted based on information currently available to DSS.

Adult Expansion Group (AEG) Community Engagement Notification - 

Beginning August 2026, DSS will mail an Adult Enrollment Group (AEG) Outreach Notice to more than 300,000 Missouri citizens. Notices will be mailed in batches throughout August and September and will arrive in a colored envelope.  It is being sent to households with one or more individuals who may be enrolled in MO HealthNet through Medicaid expansion, and who may be affected by new community engagement requirements.

I received a notice. What does it mean? 

Non-Citizen Eligibility Notification – 

If you have received a Non-Citizen Eligibility notice, carefully read it and follow any instructions included. To find out the verification documents you can use, visit mydss.mo.gov/verify.

Adult Expansion Group (AEG) Community Engagement Notification - 

If you receive an AEG Outreach notice, this is an informational notice intended to help citizens understand and prepare for changes that begin January 1, 2027. You do not need to report community engagement activities or exemption information at this time. Receiving the AEG Outreach Notice does not mean your MO HealthNet coverage is ending. Please read the notice carefully and keep it for future reference. Review the household members listed in the notice and contact the Family Support Division if the information is not correct. 

It is also important to make sure your mailing address, phone number and email address are current, so you receive future information about your coverage.
