School-Based Individualized Education Plan Speech Therapy Services
Speech therapists may provide therapy services outlined in an Individualized Education Plan (IEP) without a referral from a primary care provider (PCP) if they are working within their legal scope of practice under state law. While a referral is not necessary for service provision, if a referral is received, the school district must keep it on file for the duration of the IEP therapy services being delivered and billed to the MO HealthNet Division (MHD).
The IEP itself will serve as documentation of the ongoing need for services on an annual basis. Documentation may be based on a therapist’s signature within the IEP or a signed statement from a MO HealthNet-qualified therapy provider supporting the need for ongoing services.
Contact MO HealthNet Program Operations Unit at 573-751-9290 or MHDSchoolPrograms@dss.mo.gov with questions.
